Foreign Worker Hostel Management Services provider in Malaysia in accordance with Worker’s Housing Act 446 & RBA (Responsible Business Alliance).
Foreign Worker Accommodation Services are offered in compliance with Workers’ Minimum Standards of Housing, Accommodations and Amenities Act of 1990 (Act 446) that came into force on September 1, 2020, and the Responsible Business Alliance’s (RBA) code of conduct.

Minimum Standards of Housing, Accommodation and Workers' Facilities Act 1990 [Act 446]
When this Act come into force?
This Act came into force on 1 June 2020.
To whom does this Act apply to?
This Act applies to:
- Employer
- Centralized accommodation provider
in all employment sectors throughout Peninsular Malaysia and the Federal Territory of Labuan.
What is the purpose of this Act?
Act 446 aims to:
i) Covers all employment sectors;
ii) Set the minimum standards of housing and facilities, workers in line with international standards
iii) Deal with forced labor elements
iv) Protect the rights and welfare of workers related to accommodation
v) Increase control in terms of worker safety and health
vi) Create more systematic and, conducive worker accommodation for the purpose of national development planningWhat are the main requirements that employers or centralized accommodation providers must comply with in relation to accommodation provided to employees?
All accommodation and centralized accommodation provided must obtain an Accommodation Certificate from the Director General of Manpower.
Does housing in estates and mines in the District Council area need to obtain a Certificate of Accommodation?
No need.
What is the effect if employers and centralized accommodation providers operate without an Accommodation Certificate?
Employer
can be fined not more than RM50,000
Centralized Accommodation Provider
fine not exceeding RM50,000 or imprisonment not exceeding 1 year or both.
How do employers or centralized accommodation providers apply to obtain the Accommodation Certificate?
A. BEFORE APPLICATION AT JTKSM
i. Documents that need to be prepared:
a) If building an accommodation building;- Certificate of Completion and Compliance ( CCC) from PBT.
b) If a temporary building or a non-residential building;
- Approval of a Building Permit for a limited period from the PBT,
- Approval to Change Building Conditions or Building Modification Approval from PBT.
c) If the building is rented;
- Approval or permission from PBT (if applicable).
B. APPLICATION AT JTKSM (STATE OFFICE OR DISTRICT OFFICE NEAR THE ACCOMMODATION)
i) 2 copies of the Application Form (AC1) can be downloaded from the website http://jtksm.mohr.gov.my/
ii) Processing on behalf of the Director General of Manpower as in the following table:
